Elements 13: No image opens when double-clicking files on El Capitan

I can't get images to open automatically in photoshop on Mac El Capitan. I've set photoshop as the default for raw but once I double click on the file it opens photoshop but not the actual image.
Help appreciated .

What version of Photoshop? What camera model are the raw files from?

Do you get a specific error?

Photoshop Elements 13. the file type is .ARW. I use a Sony Nex 7.

Like i said it recognises photoshop as the correct application but only opens the program not the actual image. The file type works because you can open it from the drop down menu but I want it to be automatic.

So it doesn't even open into the Camera Raw dialog when double-clicked and just brings up the editor window?
