Photoshop: need a preference to disable "birds eye view"

Like letting people choose if they want to use "flick panning", adobe should let people choose if they want to use "the Birds eye view".

Especially since this feature seems to be activating when people don ́t want it to.

My entire team of artists uses this software for conceptual work, and this issue has been throwing wrenches into our workflow for years. We've purchased several perpetual licenses and have a few yearly subscriptions to your CC suite. 

FIX IT.
