Photoshop: Puppet Warp is greyed out

Puppet warp is grey ed out and I cant use it...never seen it like this...
1. Tell me how to get it work.

2. If you are going to make a certain feature unavailable(greyed out)....atleast put in a mouse over feature telling the person why its not available..

Do you have a floating layer selected? Or a background layer?

I don't think so but I gave up and moved on. I appreciate your response...I will keep that in mind if it happens again. Thanks.

But in the mean time Yall think can create a bubble system that pops up with hints when you hover your mouse or device over a greyed out feature?

Ok,
I am trying to use it again on a different image. I cant flatten the image so I am assuming the answer is no on the floating layer, or background layer.

The answer to both question was no. However, I notice the original image was locked when I was checking your items. So, I unlocked it, and puppet warp became available. Simple.
