ELEMENTS 12 Organizer destroyes umlaut in IPTC, coded character set is not used

I just test the Photoshop Elements 12 Organizer on my Apple Mac. I name all the faces on my photos and write them to the photos using "Metadaten in Dateien schreiben" (cmd-W). It will write the names to the photos and found them in the IPTC-fields. As I open the photos on a Windows PC, my name was written wrong, the "ö" (o-umlaut) was destroyed. I found out what was happened: PSE does not use the IPTC-Envelope field 1:90 "Coded Character Set". (see http://www.iptc.org/std/IIM/4.1/speci...). So no PC-Program was able to show the correct name. On the other hand, PSE even does not consider the coded character set when importing a photo. I got a photo whith my name in it. It was written using the UTF-8. The coded character set was correct, the PC-programm (PhotoMe) shows everything correct. I can see the UTF-8 information, because PhotoMe is really good. But PSE destroys my name, replacing the "ö" (o-umlaut) with two characters, because it did not check the coded character set.
It's a really hard bug (class-2), because a lot of people in Europe (Germany, France, Danmark) have special characters in their names and they want to transfer these pictures to other computers, w/o loosing their names.
