ELEMENTS: Albums and Keyword List disappears after Windows User Switch

Photoshop Elements tags selections are missing from UI after OS user switch on windows.

The list of keyword tags configured by the user will disappear if you switch users in windows and return to the current user. To reproduce the problem:

- Start PSE, click Organize tab (in PSE 10) The list of Albums and Keywords will be visible

- In Windows, switch users to another user configured on the PC

- Once you are switched to the new user, switch back to the one running PSE

- The items in the Albums list and Keyword tags will be empty

The only way I have found to get the list back is to exit PSE and restart.

I have been putting up with this problem in PSE 10 installed on Windows 7 for a couple of years, tried a trial version of PSE 12 on a completely new computer (Windows 8) and the problem still exists.

The problem here is with the catalog access (or more precisely catalog location). In Organizer you can create catalogs at three locations:
- Location at which catalogs are accessible to all (OS) users
- Location at which catalogs are accesssible only to current OS user.
- At a custom location.

If you want your catalog to be accessible to all the users then you need to create it at 'all users accessible location'. To move a catalog to all users location, open catalog manager (File->Manage catalogs). Select the catalog and click on move button. Now select the appropriate option corresponding to all users location and click on 'ok' button.
