How well does PSE 12 work on a laptop with integrated graphics? Specifically looking at a laptop with an i5 2.6GHz processor and 8GB of DDR3L SDRAM with a INTEL HD4000 graphics.

It should work. Whether you can take advantage of the GPU depends on how much VRAM is available, and if the Intel video drivers are up to date or not (they fixed a lot of bugs last year).

The computer's video memory can go up to 1792MB (total). Is that the allowable amount of VRAM? If so how do you think it will perform?

With that Intel GPU, don't expect a lot of performance.
And that exceeds the minimum VRAM requirements for Photoshop's GPU usage.
