Photoshop Elements doesn't support CMYK, nor is it likely to in the future because the workflows generally associated with CMYK are not within the scope of Elements' philosophy as a consumer photography application.

Skin tones can also be read in RGB.

RGB and CMYK are the inverse of each other. As you increase the Red of a pixel, you are decreasing the Cyan. Green and Magenta are opposite pairs as are Blue and Yellow.

If you are working from or toward a specific documented value for CMYK, you can find it with a little math:

(256-RGB value)/256

The idea is you are finding the inverse of the RGB value (by subtracting it from the maximum value of 256) and then finding the percentage (which is how CMYK values are measured) by dividing by the maximum value.
