In the editor menu Edit >> Preferences >> General, tick the checkbox option to 'Allow floating documents in expert mode'. Your floating window can be magnified to full screen.

The floating document window can be maximized like any window from the small rectangle icon on the top right corner of the border of the window (I am on Windows),
or you resize the window as you like from any corner of the window.
I also prefer to allow 'zoom with scrollwheel'.

Yes, that looks about right. There is not a native full screen view mode in Photoshop Elements, so maximizing the floating image window would be the next best option.

I would like to follow up on this, Pete. Why is there no option to maximize the window of Photoshop Elements, Premiere Elements, and the Elements Organizer? The buttons do not even follow the recent macOS design language.
