In my case, the fix for the PSE 13 update to 13.1 was a long, trial and error, arduous process. After a month of forum investigation, a customer care representative contacted me. ALL Adobe software had to be removed from the computer and then the PSE13 was re-installed (a clean installation). This wiped all my catalogs, database tags, etc. and was done without considering if I had backups. After four hours of online and telephone assistance, the upgrade was successfully installed. I have been left with a ton of work to re-install the software and databases that were un-installed. I don't think all the effort to get the upgrade was worth all the time and effort expended. Surely a better and more thoroughly-tested software design for the update could have made life simpler for everyone involved.
