Elements 13: Update to 13.1 Failed

In my case, the fix for the PSE 13 update to 13.1 was a long, trial and error, arduous process.  After a month of forum investigation, a customer care representative contacted me. ALL Adobe software had to be removed from the computer and then the PSE13 was re-installed (a clean installation). This wiped all my catalogs, database tags, etc. and was done without considering if I had backups. After four hours of online and telephone assistance, the upgrade was successfully installed. I have been left with a ton of work to re-install the software and databases that were un-installed. I don't think all the effort to get the upgrade was worth all the time and effort expended. Surely a better and more thoroughly-tested software design for the update could have made life simpler for everyone involved.

My problem was solved by an Adobe on-line support rep. on Feb. 12, 2016. Previously, I had tried to update PSE 13 to 13.1 but even after following all the suggestions I could find on the forum, nothing worked. This was frustrating and time-consuming because every time, I opened the program, I would get a message to update. My problem was solved by an Adobe on-line support rep. when he took control of my computer and deleted every single Adobe file including my photos and catalog database, Acrobat, Shockwave and all associated files. He then proceeded to do a clean install of PSE 13. When this was completed, he was able to install the update successfully. When he was finished, I was left to reinstall photoshop Elements and Premiere Versions 12 and 14,
Acrobat, Shockwave and the PSE 13 catalog, database, tags, and over 10000 photos. Today I successfully downloaded and installed PSE version 13.1.1

It took me a month to do this and it took the Adobe online rep four hours to get the update working. I appreciate the assistance given me but it left me wondering why such a simple update was so difficult to apply. Judging from the forum comments, this has been a common problem ever since the update was released.
