Elements 13: Scaling Inconsistencies for HiDPI displays (Windows Surface)

I have been running Photoshop Elements 13 on my Surface Pro 3 (2160x1440 resolution) and have found some software bugs with regard to "Auto scaling" the User Interface (UI).

If I open the "PSE13 Organizer" on my Surface, it immediately jumps up the scale of the UI, and system fonts so they are more readable on my screen.

If I open "PSE13 Editor" on my Surface, it never scales the UI, and I am left with extremely tiny UI and fonts. In fact, they are so tiny, they are almost unusable.

There is an obvious discrepancy in when the software decides to scale or not. On this note, if I turn my surface into a portrait orientation, the PSE13 Organizer will fail to scale, and I have the tiny UI and fonts again.

Elements 13.1, which was released yesterday, provides manual control for settings 200% scaling for HiDPI:

Choose Help>Updates... to install the update.
