Elements 13: Layers land randomly after dragging onto a scrapbook page

When dragging objects from the project bin onto a scrapbook page, the item will land randomly in the layers panel, not where I have directed it to go. When I am working with 20-50 or more layers that is a real problem and time issue when I have to find the object and move it to the correct location. This has not happened in any other version I've used (this is my 5th version I'm using). Can a fix be provided so this will stop happening?

The moved item from the photo bin will be placed immediately above the layer to which you drop it in the editing space. Nothing random.
If you want the moved picture from the photo bin always on top, you'd better use the old way, activating the picture to drop, copying it (Ctrl A, Ctrl C), then activating your canvas and copying (Ctrl V).

Michel, Thank you for your reply but this has not been my experience nor many others than have been posting about it on Digital Scrapper forums. Many of us are finding that items do not land above the layer that we want it to. It is landing randomly. Sometimes it lands at the bottom, sometimes at the top, sometimes in the middle. No set pattern. We are a group of scrappers with a lot of experience with PSE.
And as far as copying a picture, I have never had to do that. I have always dragged from the photo bin.

It would be easier to show the placing pattern with a video...
The idea is to concentrate on the spot of the canvas where you drop the photo from the bin. The newly added picture will land:
- just over the background or first layer if you drop the image on an empty space of the canvas
- It will land just over the layer showing in the canvas at the spot you are dropping the new picture.
