Elements 13 not installing

I have pse 7 and purchased pse13 through Adobe to upgrade. I am unable to get it to install. I was online with support for over an hour yesterday and still nothing. How can I get a refund

You would call Adobe Customer Support for a refund.

But what OS version are you using?
What sort of error do you get when trying to install?

That looks like the installer is corrupt for some reason. Have you tried downloading the installer again?

I finally got it to work. I ended up creating a new administrator act on my computer and downloading it again and it worked
