Photoshop Elements 10: "File -> Move" command only moves some files

My files are in a folder of 15K files and I want to split them into a few folders. After selecting about 2500 files to move, using 'file->move' moved ~1200 files from this group. Repeating the move request does not help.
I would have to keep selecting smaller sets of files, and in some cases it still required further reduction of the subset. I got lucky once, and I moved ~3.6K set w/o problems.
I don't see any pattern here.

I used Optimize and Repair on the Catalog before starting; all files are connected correctly.
I would have to spend all day to complete my task... very annoying.
Any ideas?

It may be the case that some of the images are in version set or in stacks. Since the stacks/version sets are collapsed, so the images actually moved are less.

Thanks, but no, it's not the case. Vast majority of the photos is unique...

Please check that you have write permission for the location where you want to move your files.
Also verify that file (to be moved) is not 'read only' (to verify this check file properties in OS).
