Elements 14: Will not open jpg files (which are actually PNG inside)

I have a large number of .jpg files that open in PSE 5. (On Windows 7) However, I recently was sent a few .jpg files that won't open. I get the "invalid JPEG marker type is found" message. I upgraded to PSE 14, hoping that a new wrinkle in jpeg was causing the problem, but the same thing happens there. The .jpg files that won't open in PSE do open in other programs, including Windows Photo Viewer. As a work around, I opened the troublesome files in SnagIt, and saved them as .jpg under a different name. The newly saved files now open just fine in PSE 5 (or 14). Another important fact is that the troublesome files (so far) all come from a "new" Android phone. I am wondering if there has been a new "standard" for jpeg that PSE is not supporting properly? I am certainly unhappy that a sophisticated program such as PSE is not opening files that my (old) SnagIt (and Windows Photo Viewer) do not have a problem with. I really like PSE (5 or 14) and would like to see a "fix" that does not require me to go though another program to convert files. Adobe, please help me: If it is useful, I can find out which "new" Android phone is involved.

Both of the files you posted are PNG files, not JPEG. They have the wrong extension, and when Photoshop tries to read them as JPEG, they fail.
