Photoshop Elements 2019: Cookie Cutter and Custom Shape tools revert to Heart Card shape, not last shape used, but only under certain common conditions.

There appears to be a bug in PSE 2019 (on Windows 10 64-Bit v1803) with respect to the Cookie Cutter & Custom Shape tools. If you change the Shape, use the tool (or don't use it), then exit PSE 2019 completely, the Shape often reverts back to the Heart Card shape (which is the default that appears on a fresh installation or a Tool Reset) when you reopen PSE and return to either one of these tools.

This problem appears in EVERY case where a shape is selected from any category OTHER THAN "Default".

If a different shape (other than the Heart Card) is selected from WITHIN the "Default" category, that shape will be retained correctly the next time you open the tool, but ONLY IF that shape was selected from WITHIN the "Default" category.

Example of the Problem - Shapes from any menu OTHER THAN "Default" menu:

 01. Open an image file in Photoshop Elements.
 02. Select Crop tool under "Modify" in the Tools bar on the left of the screen.
 03. Then select Cookie Cutter Tool in the Tool Options frame near the bottom of the screen.
     03a. Notice that the Heart Card shape appears with a 'down arrow' to its right.
     03b. Click the 'down arrow'.
 04. A floating window appears with a scrollable matrix showing several shapes' thumbnail images.
     04a. Notice the Heart Card shape is the first one (uppermost left) in the matrix, and some others include a Paw Print, Butterfly, Snowflake, Stop Sign, etc.
     04b. Notice at the top of the floating window the text label "Shapes" with a drop-down menu to its right, labelled "Default"
 05. Click the word "Default" (or the down-arrow in this field) to view a menu listing all categories of shapes available to select.
     05a. Notice the categories are sorted alphabetically ascending, from "All Elements Shapes" at the top to "Tiles" at the bottom.
     05b. Notice also that the category labelled "Default" is not sorted logically: it appears below "Talk Bubbles" and above "Tiles" near the bottom of the list. Not sure why this is, but it might lead a developer to the source of the main problem.
 06. Select a category OTHER THAN "Default" (Choose "Food", for example).
 07. Select any shape from within that category (e.g., the "Coffee Cup" image from within the "Food" category).
 08. Put check mark in "Crop" box.
 09. Crop image with this Cookie Cutter.
 10. Flatten & Save image.
 11. Exit PS Elements completely.
 12. Re-open PS Elements with an image file (same file or different file, it doesn't matter).

 13. Select Crop tool under "Modify" in the Tools bar on the left of the screen.
 14. Then select Cookie Cutter Tool in the Tool Options frame near the bottom of the screen.
 15. Notice that the Heart Card shape (from "Default" menu) appears as the selected shape, rather than the last used Coffee Cup shape (from "Food" menu). One would expect the Coffee Cup shape to be the active selection upon reopening PS Elements and choosing the Cookie Cutter tool, just as one expects a Brush or any other tool to retain its properties when reopeining PSE and selecting that Brush or tool.

Example WITHOUT the Problem - Shapes from WITHIN the "Default" menu:
 - Go through the same steps as above, but at Step 06, stay WITHIN the "Default" category, and
 - Select any shape other than the Heart Card (e.g., the Stop Sign) in the "Default" category.
 - Exit PSE completely.
 - Then reopen an image in PSE
 - Notice that the Stop Sign appears correctly as the selected shape.


Problem: This behaviour is inconsistent with every other tool in the PSE pallette, all of which default to the last settings used for the tool after closing and restarting PSE. The behaviour is also inconsistent within the same tool, depending on whether a shape is selected from the "Default" category or not.

A similar problem presents itself within the Smart Brush tool. In this case, the floating menu is labelled "Presets", and there is no "Default" category.  However, if you choose a preset from a given category (e.g., "Textures" category and "Satin Ripples" preset, which looks like a maple leaf in water), and then exit PSE and open it again with any image file, the Smart Brush preset will default to the first preset within the last selected category, rather than the last preset used within that category.

Just as an aside, I notice that the fly-out menu on the floating Smart Brush menu (series of horizontal lines in the upper right corner) has an option to turn on or off a "Show on Tool Select" feature, which appears to allow the user to designate a Smart Brush preset category as the default category when the Smart Brush tool is reopened, but this applies only to the CATEGORY, and not to the PRESET within that category. It might be helpful in a future release of PS Elements to carry over this "Show on Tool Select" option to the Cookie Cutter and Custom Shape tools, and even to further break it out into "Show Category on Tool Select" (which would bring the user to the chosen CATEGORY whenever the tool is selected) and "Show Preset on Tool Select" (which would bring the user to the chosen PRESET - or chosen SHAPE, depending on whether a particular tool offers Presets or Shapes).
