I have noticed that the catalog size in PSE 2019 is smaller than it was in PSE 14. Does this mean I have lost data in the conversion from PSE 14 to PSE 2019 version?

If the conversion has skipped previous items, you should have got a warning stating that.
The meaningful test to see if you have less catalogued items is to perform the first step of a full backup. You get the total size of your media files plus the catalog itself.
You can also check the number and types of your media files from the Information panel by doing a 'select all' (Ctrl A) with each version.
The most likely reason of a significant difference in MB size is the indexing of cache files, like the thumb.5.cache for thumbnails. Wait for the background task of indexing to be complete.
There has been structural changes in the catalog folder which may explain a size difference.
Recent Organizer versions don't manage PDF files. Those are ignored and that is stated in the message after the end of the conversion.
