PSE 14 Resize problem

PSE 14 has unchangeable default to ALWAYS show "Percent" in the "Document Size" section of the "Image Size" dialogue box when invoked. It prevents resampling of the image when Resolution value is changed, even though "Resample image:" is checked. I have to change the Percent option to any other option before typing in a new resolution value causes a resize to occur. Maybe the Document size section should default to inches. Percent is causing problems.

A thought - try Edit>Preferences, look in Units & Rulers, and make changes.  See if that helps.

Thanks for trying, Kathy! No changes in Preferences will make the dialogue box initialize differently.

Same for me.
The resize box lets you choose either % or pixels for pixel dimensions when you have checked the option to resample.
For me, it always defaults to 'pixels'... which is what I do expect. I can't make the default to the other option, %.
The same resize box lets you choose either %, in, or cm  (my choice) for the document size. That choice (cm) is not sticky for me. I don't want it to default to inches, I want my choice to be 'sticky'.
According to the help file, you can reset the tool by keeping the Alt key pressed; a 'reset' button is shown.
https://helpx.adobe.com/photoshop-elements/using/resizing.html
"To return to the original values displayed in the Image Size dialog box, use Alt (Option in Mac OS) + click Reset."
I have set my preferences for units and rulers to 'cm', but that does not work  for that dialog.

Yep. It won't retain the last used option in the "Document size" section. I'm sure it could be saved in a User temp file but that would require code changes....
