Elements 14: Problem with per-monitor display scaling on Windows 10

PS Elements 14.1 x64 on Windows 10 Pro x64. Drop-down boxes in PSE 14 don't work correctly on a dual monitor setup
with different item sizes specified for each monitor, and with the image
in a separate window on one monitor and the main Photoshop window with
the tools on the other monitor. If I have the image(s) tiled, tabbed, or
floating within the main PS window, drop-down controls work as
they should regardless of which monitor I have PSE running on. As soon as I drag a tiled or floating image window out of the
main PSE window to the other monitor, all drop-down controls in PSE cease to work.  I'm
pretty sure that this cock-up is because Windows 10 allows per-monitor
display scaling, and Adobe don't cope properly with this. I have two
same size monitors with different resolutions (an 80cm 3840x2160, and an
80cm 2560x1600), and so in the Windows 10 Settings app (Settings /
System / Display) I have the display size on the UHD monitor set to 150%
and on the other monitor set to 100%. I normally have the image window on the high-res monitor and the main PSE window on the lower-res monitor. If I set both monitors to 100%,
the problem goes away and the PSE drop-down controls work correctly, but I then have uncomfortably small text, menus,
screen elements etc on the UHD monitor. If I set the UHD monitor back to
150% the problem reappears.

The problem doesn't happen with other apps (such as Silkypix) that I run with the image window on a separate monitor to the main app window.

A bit more investigation, and I find that the problem is that the drop-down box selection lists do not appear within the dialog when the image is on a different monitor. Here is one of the PSE dialogs with the tiled image within the PSE main window:

and here is the same dialog with the image dragged to the other monitor - the selection list for the dialog is way over to the right completely outside the PSE window. If I have the dialog on the RH side of the PSE window then the selection list can't be seen because it is completely off the edge of the display.
