Elements 13: How do I position the photo (Blue Bounding Box) for printing?

In PSE 10, when setting up to print, if I unchecked the center image box, the the "top" and/or "left" settings controlled both the position of the photo and the position of the blue bounding box. This made it easier to precisely position a photo for printing.

In PSE 13, when I unchecked the center image box, the the "top" and/or "left" settings only control the position of the photo and not the position of the blue bounding box. Therefore any change moves the photo at least partially out of the blue bounding box. I like to position the picture using the "top" and "left" setting rather than using the plus symbol to move both via the cursor. Is there anyway to make it so the the "top" and "left" position settings move both the photo and the blue bounding box?

Having the same problem. Thought that it may have been a glitch in my software. A real frustration; no solution to date.
