Photoshop: Ability to split layer/clip frames into new layers and the reverse merge back into a single clip

This request come from a forum post where I was asking questions about the new timeline in regard to animation and storyboarding

I think it would be very useful if there was a keyboard shortcut or command that could cut a selected clips frames into individual layers. This would allow you to import animated clips, rip them apart and readjust the timing of each individual frame. In storyboarding it would allow you to rip apart a drawing and add animated details which could then be retimed independently.

obviously once retimed you would want to be able to recombine those drawings back into a single video clip.

This is an organizational trick which is often done in Final Cut Pro when creating animatics. But is also useful when animating for creating loops. Essentially you edit/retime a small series of drawing and then combine them back down to a single video file which can be looped. It has the added benefit of cleaning up the workspace.
