PS CS6 Not Opening Set Current Layer dialog box in Actions

In the actions panel, it used to be that if you had "Set Current Layer" with the dialog option checked, when playing the action it would ask you what you want to name the layer. This is not occurring anymore, also double clicking an already recorded step of "Set Current Layer" is not bringing up the dialog box either. I have actions that are supposed to ask me what the layer name is and is by default set to "??", as I batch these files I rename as I go. This does not occur for the "Rename Layer" option in the menu either. I assume this is a direct result of the new "inline renaming" that was introduced to Illustrator.

That dialog is gone in CS6, and yes: inline renaming is preferred.

The dialog checkbox should then not be available in Actions. Inline renaming is fine but not with batch automation. What is the proper method for changing a layer name in an action with user input?
