Hey, I recently formatted my PC. I have Windows 7 and Photoshop 6 64 bit installed. When I tried to use shortcuts such as ctrl + n, alt + ctrl z, etc etc the keys seem to not work.

Upon seeing that this is a common issue, I have tried something that worked. The problem seem to be caused since Photoshop doesn't recognize other languages keyboard if they are set as a DEFAULT INPUT LANGUAGE.
Which means, that all you got to do, is enter "Text Services and Input Languages"
Located either on your toolbar or
- Control Panel >Clock, Language, and Region > Change Keyboard or Language Input > Change Keyboards.

There simply set English US as your default keyboard, and problem solved.

Hope this help anyone.

Photoshop 6 didn't have a 64 bit version.
Are you talking about Photoshop CS6 (aka Photoshop 13)?

And Photoshop recognizes the keys for however the OS has the keyboard mapped.

Yes, I'm referring to CS6.

Photoshop didn't recognize only some of the function keys. Some shortcuts did work, but most of them didn't (such as switching between tools)
I noticed people have had that problem whilst looking for a solution online. - After changing the default keyboard input to US, it seemed to fixed my issue.

Photoshop just gets the keys from the OS, mapped by the OS layout for the keyboard - Photoshop itself does not know about the keyboard layout, and only changes the keyboard shortcut assignments based on the language of the application UI.
