PS5.1 Will Not Open and receiving this message "Could not initialize Photoshop because of a program error.

Photoshop will not open on my MacAir running the latest OS Maverick 10.9.1

1. I have installed the correct Java runtime from Apple's web site,
2. I have uninstalled PS 5.1 over FIVE times, using the Adobe's clean sweep each time.
3. Every time I try to open PS5.1 after a reinstall I get the same message. "Could not initialize Photoshop because of a program error."
4. The PS log file states: '2014:01:30 11:09:05 : /Volumes/workarea/PS_12_Mac_Daily_Retail/20110328.r.145/photoshop/main/photoshop/xcode/../sources/PSOWLListenerProxyBaseCocoa.mm : 52 : REQUIRE failed"
6. I have changed my Adobe profile contact info when reloading.
7. The java update worked on my MacMini without a hitch.
a. Opened PS5.1 on MacMini
b. got a splash 'you must up date Java"
c. Accepted and Java updated
d. After Java update ran, web browser opened to Adobe, demanding I accept
agreement terms. I did accept and then PS5.1 opened on my MacMini.

I can only conclude this is an Adobe problem, not a Mac OS, or Java version issue.
Something with the Adobe registration credentials is blocking the program.
Please send me a fix, I have been working on this for 8 hours.

That error means something is wrong with the OS - it is failing at some very basic functions, or that the application install is corrupt in some non-obvious way. Unfortunately the OS problem is more likely.

And the Java update is bogus - Photoshop doesn't use Java.

I reinstalled Maverick. Interestingly, the dang splash screen to update Java came up immediately when I tried to open PS. This time, like on my MacPro and MacMini, it installed, my browser opened to Adobe like before, asking me to accept their terms. For what I don't know and don't care.
Photoshop opens. That's all I care about.
