I'm changing laptops in a couple of weeks and will need to install PS and LR CC on the new machine. My current version is on 32 bit Win 7 but I'm changing to 64 bit Win 10. How will I go about the new install? Is there an instructional link somewhere that will help?

You will need to install the software on the new computer, then move your images/catalog/presets across, make sure things are working ok, then deactivate the software on the old computer, which is as simple as signing out and never signing back into CC. You can uninstall CC if you want to make sure. A CC license is allowed on two computers so you might postpone the deactivation until you're sure things are working.

Here is how to do the transfer computers with LR:

For Photoshop, if you have Actions, plug-ins and ACR Presets then you'll need to move those to the new computer.

Here is an example of what to do for ACR presets:

Reading the forums the issues with Windows 10 are mostly video-drivers and usb-drivers aren't quite compatible and then Windows 10 runs all programs in the User context even if you are Administrator user so you may need to adjust permissions on folders that have photos and the LR catalog. I am not on Windows 10, yet, myself, so haven't had first-hand experience with the permissions, yet.
