Elements 13: Crash on launch

Hi,
I have recently bought PS elements 13 which worked perfectly on my PC, until I upgraded it with windows 10.
Now PS elements does not launch.
A message windows pops up:
"Photoshop elements 13 has stopped working
A problem has caused the program to stop working correctly, Windows will close this program and indicate if a solution is available.

I have the same problem. Adobe support told me it was a WIndows 10 kernel problem, not PSE problem, so they couldn't help me any more.

Poor excuse! PSE should adapt their program to Windows upgrades!

You haven't installed any of the Elements 13 updates -- you need to install the updates to pick up all the bug fixes.

But crashes in KernelBase.dll are usually due to bugs in drivers or third party plugins.
