Elements 12: Won't open after transferring from another machine

I have had PS Elements 12 for a couple of years on a HP laptop running Vista Business. I just got a new Dell Inspirion running Windows 7. I transferred everything from the HP to the Dell using the transfer wizard. I got the program loaded and intered my serial number and opened a photo and did an edit. Worked fine. I shut the laptop down and restarted it the next day. The program will not start now. I have uninstalled and reinstalled twice, no difference. I restored the Dell to the original purchase day to remove all of the updates that were installed. None of the trouble shooting has worked. The progarm is still working on the HP laptop. I have attempted to contact support with no success. Any help will be great.

Transfers usually miss required support files.

Have you tried reinstalling Elements?

Yes I have uninstalled and reinstalled from adobe site twice with no change.
Could one of the windows updates that have automatically loaded be blocking .
Organizer still runs, but all that happens when I click on the Editor icon is the bar at the bottom of the link.

Thank you! I found the files and renamed them as per instructions, then tried running PSE 12 from the shortcut. I got an "error 16" notice instructing me to uninstall and reinstall. It was late and I was frustrated so I shut down and went to bed. I just completed an install this morning and "presto" all systems are go!! Thanks again for your help.

I just checked the program files out of curiosity and see that there is now a SLCache and a Slcache.old file. Both have the same contents.
