Photoshop CC 2015 Scrolling is jerky on MacOS

I've just upgraded to Photoshop CC 2015 and enjoying the new features. However it looks like the scrolling has become very jerky in the process. In the 2014 version (and prior) panning around the document was very smooth using both the hand tool and scrolling on a mouse. Now it's very jerky for both methods of panning.

It still works, but it's incredibly noticeable and annoying! It also seems to be less precise when scrolling with my mouse.

I've tried turning off smooth scrolling and the graphics card settings, but no such luck. It was working with the same settings in 2014 version, so I'm assuming it's a new bug.

If you're using Rulers, try disabling them to see if that helps with performance.

Bizarrely removing rulers does help. Thanks Adam! It's a good solution if you don't need rulers, hopefully it'll be fixed soon

Apple is aware of the OS video driver bug that causes rulers to draw slowly, and is working on a solution.

when I disable rulers, scrolling is ok,

used to only have the panning issue on mac osx but now after the cc 2015 update im having it on windows 7 64-bit too
