PS CC 2015.1.1 can't remember the last tool

since the 2015.1 update i have a strange problem with the tools.

when i use the "magic wand" and the "healing brush tool" i use the keyboard shortcuts W and J. Every time i press the keyboard shortcut the program selects the default tool which in this case is the "quick selection tool" and the "Spot Healing Brush".
Even after selecting the right tool from the toolbar, the next time i want to use the Magic Wand and Healing Brush with the shortcut key it switches to the default tool?

I already tried to delete the shortcut key for the default tools in the keyboard shortcuts settings, but after a while it jumps back to the default setting. and again selects the default tool when pressing the shortcut.

i think this is some kind of bug?

I am NOT experiencing this problem when running Ps CC 2015 v.16.1.1 using Yosemite on a Mac.

I do use a Script which always sets Ps to open with the Move tool pre-selected because I prefer it that way instead of the default re-launching with "last tool used"; but I don't imagine that the script is changing the behaviour of the other tools?

i just done some testing.
and the problem doesn't happen all the time.

but i was able to recreate it once. after fresh start of photoshop the magic wand was selected in the toolbar but when i hit the W key it switches to the default Quick selection tool?

i couldn't recreate the problem with the healing brush. after hitting the J key it selected the right tool and didn't switch to Spot Healing Brush.

although i worked the whole day and had both problems constantly?

i'll try to find some pattern when exactly the problem occurs.

I've also had the same issue with the magic wand. It happens every time I start photoshop when pressing w and j. I can't speak for other tools because those are the two I use most often.

I get this problem (CC2015, El Cap).

I haven't checked thoroughly, though I believe I only get a problem the first time in a session I use W or J. During a session I think it remembers my last preference.

For what it's worth, I'd get rid of Spot Healing Brush anyway...

I think this solves the issue.
It's a little annoying that we have to do this now but i can see the reasoning behind it.

you have to reorder the toolbar manually by tool/letter. Put the one you want to default to at the top of it's section.
