PS Brush and more stops working when flipping back from another program

I can best explain this in a scenario.

So I'll have PS CC open on my MacBook Pro, OS Sierra, and it'll work fine. I can colour, I can make lines, I can erase. It's all good.
Then a friend messages me on Skype, so I flip to Skype quickly to answer it. Or I want to look up a reference so I switch to Chrome to google an image. Or I go to Word to look at a list. Doesn't matter, essentially I left PS alone for a second or two.
When I return, now my brushes won't ink. I can't make any marks. I can't colour. I can't erase. Other things still work, such as zoom and all that but essentially, since I clicked away from PS for as little as a couple seconds only to return, I can no longer make any real changes to my open image. The cursor moves, yes, and when I click like I'm making a mark, the 'unsaved' * shows up in the title name as if it tracked that I made changes, but no visible changes are made. I'm not in a different layer or hidden later. Nothing's different, it just won't work.
And it's random. Sometimes it won't happens. Sometimes it goes back after leaving for a while and coming back. But most of the time, I have to shut down PS completely to get it back.

Please help.

Also I am using a Wacom Intuos Pen & Touch tablet if that helps any.

This doesn't occur on my older HP Pavillion Windows 10.

Attached is a video of the issue that I recreated while writing this problem report.  https://photos.app.goo.gl/w1hjHBpNbicjOZHd2

Hi Avery,

this could be a well known Wacom Driver Issue. Wich Driver version do you have installed? Did you try the latest driver. (6.3.24)

If you have the latest drivers, maybe you can try to downgrade the driver to 6.3.22 or even older version.

good luck

My driver is up to date for my Wacom (6.3.24-1) but I wouldn't know how to downgrade it. Also, I think the issue is also related to typing because I believe if I don't type in the other applications, the issue doesn't always occur.
