PS 2018: Eyedropper tool in color picker doesn't work on an adjustment layer

The eyedropper tool in the Color Picker doesn't work when an adjustment layer is selected regardless of which Sample option is chosen, e.g., All Layers. It only works on pixel layers. I need to be able to select the color as modified by the adjustment layer. Right now, I need to create a new empty layer and sample on that layer. I can't remember but I don't think this is the behavior in earlier versions. Anybody solve this problem without creating a new layer? (I already reset my preference file.)

Please note what exactly is selected at the moment when you try pick a color - layer or his mask?  I observed, that if mask is selected - color picker picks color from mask - it's always black or white off course. And I don't like it, but i need to press esc, select layer icon (Ctrl+2) and then pick a color. Is it your issue or you can't pick a color regardless of that?
