PS 12 Toolbar issue

Just happened following latest Windows update; the tool bar picks in PS 12 are not visible.  All that shows are narrow windows with dashes.

Please give more information.  I need your Windows version.  Since this was after an update, this may be a Windows problem.

Things like this can be a regular problem with a Windows 10 after an update.   The next update may fix it automatically.   If it does not, we could reset the application manually.   In this case, you need to go to Settings, System, click Apps, and on the list of apps on the right, find your Photoshop elements version, highlight it, then it should show "advanced options" in blue hypertext under your program title, if it does, click that.   On its next page, on the left, find the reset button then click that.  It will pertain to this app.   Tell me if this fixed it.    If it does not have an "advanced options" below the program title, then you have already exercised your option to reset this app in the past.   Even if Windows reset it via an update that option has been used.   

The next and safest solution would be to uninstall/reinstall the application using your original key.  
There is another more technical solution to reset this app but I will want to do a reinstall before going further.   further solutions will be highly technical and will involve your root directory in a DOS command window.   So let's leave that one for last.   Let me know what's happening.

Steve, Thanks very much for responding.  After posting my query I continued to try fixes on my own - nothing worked, so I did an uninstall then tried re-installing using my original key.  It seemed to be going thru Ok, then the installation stopped, so I cancelled.  Not sure where that leaves me.  Thanks again.

If it stopped that could have been an interruption from your virus scanner.  Try again and for a 15 minute temporary period, stop your virus scanner and firewall.  If you're afraid of hacking, you can disconnected your web cable.  That will give an error message as it pops up but ignore it.  Usually when an install stops its an interruption like that.  Try again.

Steve, Worked like a charm!  Many thanks. PS 12 appears to be working perfectly after re-install.  Couple of other glitches following Win update to work on now.  Thanks again.
