proxies for videos being downloaded all the time

Hi, I've noticed that even if I delete the proxies folder in lightroom cc that it re downloads them, not respecting space limits that have been set, so causing a problem with disk space.

How much space on the hard drive? How much do you have set as the target? And how much space is it actually taking up? 

And just to confirm, which LR version (Help menu > System Info) and OS are you using?

Hi, thanks for the reply, the proxies folder was taking up to 70GB of space, there was also space taken up by smart previews and original (as you'd expect) so about  approx 100 GB used.  I had set the target limit at 25GB.  The smart previews and originals adjusted over time to try to fit the target, the video proxies never changed.  If I manually deleted the video proxies they would just re-download.  This is on windows 10 autumn creators update and latest (November) version of Lightroom CC (not classic). thanks

just to add to this, I only have 400MB of video files uploaded into lightroom, however the proxies folder is stored locally by lightroom CC is 50GB, so I am not sure what videos it is downloading and storing, but it is a serious bug.
