Photoshop: Properties panel not available

I am attempting to access the Properties Panel so that I can then get to the "Quick Actions" --> "Remove Background" tool. But my workspace doesn't even include the Properties Panel. How can I add it?

All panels are also in the Window> menu (not Windows). You can easily add any panel to any workspace—just dock or tab it. I find it convenient to add it on top tabbed with my History panel, above Layers. You may find you use it with less often, or with other panels more often.

Aaron, what version of Photoshop are you running?  Did Cristen's suggestion work for you?
