Photoshop: Program error messages constant with Photoshop CC and Mavericks OS

"Cannot complete your request due to a program error." I get this every time I launch Photoshop CC. Problem began after install of Mavericks. I have uninstalled and reinstalled twice -- doesn't help. Adobe forums don't have answers. Adobe site has no answers. Unintelligible Accents out of East Indian customer support have no answers. Chat unavailable. Waited in various hold lines for OVER THREE HOURS and was never able to reach anyone. Was promised a call back 3 times and each time got patched back into queue. The one guy who finally answered accidentally cut me off which means: I had to call again and, yes, get back in queue. I spent all day trying to fix the issue without success. Adobe Customer Support is getting two big thumbs down from me.

I just want Photoshop to work without error messages.... and I don't want to spend DAYS to get this figured out.

Hi! The latest Creative Cloud application update, 1.4.1.351, fixes a permission problem under OSX 10.9.x

And/or make sure your user account has read & write access for:

/Users//Library/Preferences/Adobe
