It looks like you are running an earlier version of Lightroom 2015.12. The latest release version is Lightroom Classic version: 7.3.

Choose, check for updates from the Creative Cloud menu:

If that doesn't work, quit and restart your computer to see if reloading the CC app completely gets it to show the most recent update.

I am experiencing same problem -- reads 7.3 as version, but no Profiles in Basic panel. I have been tearing hair out. Can you HELP?!
