Problems with PSE11: Disabling snap to grid is not disabled + crossing line in the menu bar

Hi! I am upgrading my PSE4/XP to PSE11/7-X64. I am running into two problems, with the first one being quite significant. When you disable the snap to grid, which allows the crop tool to jump to the border of a picture, this option is NOT disabled. In PSE11, I have grid unchecked and guides and grid unchecked for Snap to. So as it has been the case in PSE4, I would have expected to be able to remove any pixel single line from a picture. This is basic flexibility with picture editing. But PSE11 does not allow me to crop one-pixel line from any side of the picture. Today I chatted with Adobe tech support people for 90 minutes, and this support included remote assistance on the desktop. His conclusion is that the inability to crop lines very close to the border of a picture is by design in PSE11. I do not believe it! If it is by design, then PSE11 is useless. The second problem, which is minor, is that when you reset preferences or even click on the brown menu bar on top in PSE11, suddenly and inexplicably a white line crosses out the entire menu bar on top. I am attaching a screenshot.

Are these problems actual bugs in PSE11? Thank you!

For the Crop tool, Ctrl key to keep the tool from snapping to the grid or sides of the canvas.

The line is likely caused by a non-default theme that uses and older drawing style.

Thank you so much! Is using the Ctrl key the only way to keep the crop tool from snapping? Will the Adobe team make any changes to PSE11 so that we do not have to press this key (as it was available in PSE4)?

Are you using windows classic as you theme?

As for the snapping, i always found it strange that elements doesn't have a way to disable all snapping from a menu item (snap to) as photoshop does.

You'll probably need to use windows basic or aero if you don't want to see the line.
Of course the line doesn't really effect the functionality of pse 11, but is rather distracting and photoshop cs5 has the same problem with legacy windows themes.

I want to thank Jeffrey and Dan for their responses. Now what can I do to escalate the issue and convince the Adobe Photoshop Elements team to fix these two problems? Will they consider my reasonable requests? The CRTL key is a shortcut and cannot really replace the use of the mouse (with snap to grid disabled) for productive work. To me, it is a bug if after disabling the snap to grid option, the software still snaps to grid. It did not do in PSE4 and PSE5. People have complained about the snap-to-grid problem with PSE9. So this is not a new problem. Can the Adobe Photoshop Elements team address this problem in an update? Thank you.
