PHOTOSHOP - problems with localized HP printer UI

I am using photoshop cc2014 and my printing options do not show properly, I get them white and with japanese character titles. The only solution is to set region and language as English US. I live in Portugal and speak Portuguese. My printer is a an HP Photosmart Premium C130 and system is Windowa 8.1

That is your printer settings dialog - by HP, not Adobe.
You need to contact HP about the problems you are having with HP's printer driver software.

But the printer works fine with other programs like Picasa or windos pictures preview.

That doesn't matter at all. Photoshop does not draw that UI or control it in any way. That UI is entire in the hands of the HP printer driver code.

So the problem is with your HP driver UI, controlled by HP code, and can only be fixed by HP.
