Elements 13: Why is Modify not available/enable in the Select menu?

Oh my gosh!! I have been trying to fix a problem for over 3 hours now - I've gone online and everything I can possibly think of to find an answer - I NEED to get into modify in the select menu and it won't let me. It is not in bold!!

What version of Elements are you using? What OS/version are you running on? Do you have an active selection on your document?

I have Photoshop Elements 13 (just downloaded the other day). I run on a windows 7. Yes, I have a black and white graphic I'm working on. I have 2 layers that are copied and turned off and I have 2 color fill layers open and on. and I've 'clicked' on both of them in lots of different ways to try and get the modify 'turn on' but it's always 'grey' and off.

It sounds like you don't have an active selection - which is required before you can modify the selection.

I have this same problem. What do you mean by active selection?

You should see the marching ants (a sort of blinking border if you're not familiar with them) around an area if you have an active selection. You can get an active selection with a tool, such as the Marquee or Magic Wand, but merely clicking on a layer to target it won't generate a selection.
