Photoshop: "LoadLibrary failed with error 87: The parameter is incorrect" on launch

Each time I open Photoshop CS 6 Extended, I receive the error message:
"LoadLibrary failed with error 87: The parameter is incorrect. This prevents me from using Photoshop. How can this be fixed?

Sounds like you're on windows and have an ATI video card.

Determine what video card you have and go directly to the manufacturers website (nVidia or ATI/AMD) and download the latest driver: http://blogs.adobe.com/crawlspace/201...

PS - I have disabled the plug-ins on starting up Photoshop, but still get the same error message.

I renamed the two files suggested in one of the blogs, and now the error message no longer appears when starting up Photoshop, but I am unable to use the 3D effects with the ATI/AMD card.

That means that the problem came from a mis-installed ATI video card driver. You can try installing the latest version from AMD's website, but you may need to contact AMD to figure out how it got messed up and how to solve the issue.
