Problem with the layer management

Hey. I've had this problem since day 1. Whenever I make a duplicate of a layer/group, Photoshop places it in the top of the most parent folder and not simply on top of the parent layer (something you'd expect). This also happens whenever you drag an object from the cloud library - the new layer just jumps up to the very top of the list instead of pacing itself exactly where I wanted it to be. Now imagine having literally thousands of layers and having to drag things from the top of the list to wherever you need them every single time. That hurts productivity so much! What I noticed though, is that this only affects documents that have artboards. So in a regular PSD there are no issues or whatsoever. But as soon as I create an artboard, here we go. Generally, the layer/artboard management in the new Photoshop is extremely buggy in my case. Really can't wait for a patch.
