What OS/version are you running on?

Your steps to reproduce aren't clear to me. There are a number of tools that could be interpreted as an arrow tool, and it's not clear if you're using the options bar, properties panel, or some other method to change the colors. Could you provide explicit steps to reproduce? Or create a video screen capture to illustrate what you're doing seeing? Thanks.

That is super bizarre. Just to confirm, of you create a new document, and do the same steps this doesn't occur? If so, would it be possible to also share the file that reproduced the behavior?

Yes, that's right. When i open a new document, it doesn't make it. It happens only when i work on files i've work  a long time with some layers. I can't say which point because i don't notice it.

yes i could share the file, but i can't send it here because it's a project client.  Do you have a email ?
thanks

Hi there, too sad to see this was reported already two years ago! I'm having this same problem and it's a nightmare. Specially when it happens, you don't notice and go on working and then you have to edit 30 something versions of a document that have a border too big.

I reported it in the Adobe forums with little success.

In my case, I discovered that when this happens, it's because two actions are triggered to change the shape size.

Please see the thread, but I will post it here as well.

I deleted the whole folder "Adobe Photoshop CC 2019 Settings" in the Preferences folder inside my user Library to no avail. It happens randomly to any document, it even happens sometimes editing a shape in a document. then it works fine. This image secuence represents the problem.

1. The stroke of this shapes is light gray but I'm changing it to different colors.

2. I select a 65% gray, it changes color.

3. I select a lighter gray color... and BOOM! There it goes. This is what happens, and I have to go back in history some steps to fix it.

Then, you can see this actions in the History panel, that I didn't trigger by any means. I just use my trackpad to select a different color in the panel and BOOM!

This two actions "Escalar trazados" are triggered automatically before "Definir trazo de forma" (this is "set up shape layer stroke"). "Escalar trazados" means literally "scale stroke sizes", scale as in "modify relative size" of an object. That apparently did transform the size of the layers but I'm not transforming them when this happens, just selecting and picking a color from the color panel.

I'm using mac OS Mojave 10.14.2 and latest version of Photoshop CC 20.0.1 in Spanish.

I can share files in private since are work documents I cannot make public (banner ads, etc).
