Problem with CC libraries and unable to open files

There seems to be a serious bug with the latest versions of Photoshop (CC 2017). 

It prevents you from being able to open a previously saved psd file and almost entirely losing the file and work.

If a file has been created and saved with linked CC library assets.  Then those assets are deleted from said CC library via the web interface, then the next time you attempt to open the file you will get a error msg.

"Could not complete your request because the file was not found" 

no amount of signing in or out or refreshing library assets can resolve the problem.  rolling back to CC 2015 also throws up a similar error.

The only work around i've found is to open the file in 2014 which PS will then present a dialog telling you the certain library assets are missing and whether you'll like to resolve or rasterize.

choosing resolve results in "could not complete your request because of a program error"

the only viable option is to rasterise but that means you may lose some layers and editability of the file.

This bug pretty much renders the CC library feature a dangerous thing to use since you're unable to open your files once library assets are edited or deleted.
