Lightroom Classic: Brush tool changes affect entire image not just selected area

If I select brush tool, make exposure, etc adjustment then draw on image - all OK. However if I then change adjustments it affects entire image not just selected area.
Suggestions?

Sounds like the brush tool settings are collapsed, so you don’t see them. As a result, you are changing the global sliders rather than the brush sliders. Look for the little triangle on the right of ‘Effect’. Make sure it points downward to reveal the sliders.

You are making these last adjustments in the Basic section and not in the Brush Tool section.

I was doing everything correctly. Finally called Adobe. Agent found a messed up file in preferences. She corrected it and things worked as expected.
Took me awhile to get use to new layout for brush with exposure sliders below brush sliders.

Same issue with new Lightroom Classic. The brush tool affects a much bigger area than selected since I updated.
Bug?
@ sonny Mencher: could you specify which file in preferences was "messed up"?

Found the problem. It was indeed a problem with the preferences.
on mac os > user/library/Application Support/Adobe/Lightroom/Preferences/ delete the preferences, restart Lightroom and everything is as before.

unfortunately the problem returns and now it isn't possible anymore to resolve it by trashing the preference file...
Seems like a bug in Lightroom. Hope this wil be solved asap because this makes my workflow on Lightroom impossible.
Could somebody of Adobe take this up and keep us posted pls?

It is not a bug in LR. It may be a bug on/in your system. Faulty hard drive and the preference file is getting corrupted.
If it was a bug in LR everyone, or Most Everyone, would have this problem. Most, 99.9999% do not.
