Photoshop CC 2018: Problem with actions after update - units written in inches

After last update, 19.0 20170929.r.165 x64, when recording new action and change canvas size in different units (percent, pixels, etc), action always written only in inches. When change image size in different units, in percent and pixels it written normally, but some units (cm, mm) also turn to inches. I try it on another machine with default setting (except units in prefs), same result:

What if you change document units instead changing units in dialog?
(right click on ruler)

When i change document units, except pixels, and change canvas size in same units, it written in same units, but if i change canvas size in percent or pixels, it also written in document units. If i set document units to pixels and change canvas size in pixels, it written in inches.

Having the same issue myself and would really like to have a solution. For the time being, I am duplicating pixel based recorder action items from my previously recorded action. Quite annoying.

I use 2017 version for production. Sometimes i change thousands of files in a day with different setups, this 2018 version is not useful for such things.

From what I can see it works fine in 2017 version - many people are going back to the 2017 version to fix it

Found a decent workaround. You can build the action step in an older version, ex: CC 2017, save and then replace the action in CC 2018 and it worked just fine.
