Lightroom CC: Problem Uploading Videos Over 200MB

I've noticed that Lightroom CC seems to have a problem syncing videos that are more than 200MB in size.

It uploads enough metadata about the video that a placeholder with a cloud icon appears in the web app and the desktop app even seems to be pushing the data up to the cloud but no matter how long I leave it the video itself never appears in the web app or mobile apps.

I find this strange because I had videos up to 1.8GB in my initial migration from Classic and they seemed to upload fine but there now seems to be a limit imposed.

Any idea what's going on?

Here is what I got from one of our team members:

There is no limit imposed by Lightroom CC.  There is a limit (of 200MB) imposed by Lightroom Classic.

If you are still seeing issues uploading from Lightroom CC (and not Classic), then a diagnostic log may help determine why we aren’t succeeding.  But it’s not due to a 200MB size limit in Lightroom CC.

After a bit of messing around it seems like it might be format related, some older videos I have from an iPhone 4 also won't import but I suspect they were created on beta iOS firmware long ago as some are showing up as Apple ProRes.

I have noticed that the Classic CC trick for changing metadata dates does not work for videos however, so I'm unable to correct the dates on these videos to be correct once I've converted them to an alternative format.
