Choosing Media Type has never been an option in Photoshop Elements. Such options appear once you click the Print button. That is when the printer specific options will appear, which will include your media type.

Elements doesn't apply margin settings. Click the Page Setup button in the Elements Print dialog window. Depending on OS and Printer driver, the actual method of changing and options available will vary. Usually it will be attached to the Paper Size settings (you may have separate listings for borderless and margined pager sizes). You may need to setup custom page sizes as well.
