LIGHTROOM - having trouble Printing a true 4x6 Photo

Someone please help me- although I am a Lightroom novice of two months- I am no stranger to photo editing and printing. WHY THEN, does the cell limit me to just UNDER 4 and just UNDER 6 inches, when trying to print? I have so many odd border photos- lots of wasted ink. I've been through what I think is EVERY setting. Please help me. This is utterly ridiculous. Thanks much.

Which version of Lightroom are you using?
Which OS version?
What make and model printer?
Have you updated the printer driver?

Your printer driver defines what area will be printable, and communicates that to the host application. Since the host application thinks that the printable area is just under 4x6, that means that the printer driver somehow thinks that the printable area is just under 4x6. Double check the driver settings for your printer.
