Photoshop Elements: PSE 5 - Application gets hung up on Presets folder even if Presets folder is empty

Even if my Presets Folder is Empty, when I launch Photoshop Elements 5.0, it stays scanning for presets, and nothing happens... however, if I delete the folder I can run Photoshop, but I can't use the features.

...and I really need them.

I'm using Windows 7 64bit ver.
12Gb RAM

Have you checked the permissions of the Presets folder? Have you tried resetting your prefs?

Hey thanks for helping :D
I can't find that check box you tell me about, but I reinstalled the software and still happens the same, I Did find the resetting option, but nothing happened, nothing changed... so I'm still having this problem :(
