Presets Added to Lightroom Not Syncing with Lightroom Mobile

A preset pack I purchased came with an installer. The presets appear in the latest version of Lightroom (not Classic) show up just fine on my Mac, but they're not syncing over to Lightroom Mobile (iOS).

Do I have to add them through the interface (click on the ellipsis in the presets tab and select "import presets") instead of them being automatically installed to the folder?

Who is the Preset creator?
If you log into the web interface at lightroom.adobe.com, do the presets show available in the cloud?

I got Adobe support involved. Ultimately, I had to manually navigate to where the installer installed the presets (CameraRaw > Settings folder), copy them to a folder on the desktop, then manually import them using the Lightroom interface. Would it matter if the preset files are XMP Sidecar vs Plain Text .xmp files?

If I remember rightly, Cloudy desktop only imports profiles/presets from the CameraRaw location once, otherwise you'd end up with a bunch of duplicates.

Cloudy desktop doesn't use the CameraRaw location that Camera Raw and Classic share, because it needs them in its own storage in order to sync them to the cloud.
