Premiere Elements: PRE 12 fails to launch in Windows 7

I'm runnning the trial version to test the software. When I launch Premiere Elements 12 in Windows 7, I get this message:
"Premiere Elements has encountered an error [..\..\Src\Core\Preferences.cpp-347]" and the app will not open.
Adobe even sent notification of an upgrade, which I installed but the problem still persists. I m also testing Adobe PhotoShop Elements, whcih seems to function correctly.

I don't have Admin privileges and our IT Department doesn't troubleshoot trials.
What's puzzling is that PhotoShop Elements runs fine... it's Premiere Elements that's stalling. Is there a Preferences setting I can change to get past this problem? FYI - Once the "Premiere Elements has encountered an error and the Premiere debug event window displays[..\..\Src\Core\Preferences.cpp-347]" error message, it gives me a "continue" option button. I click that and the Premiere progress bar becomes active for awhile but then cycles back to the Welcome window.
Hard to evaluate a product when it won't launch.

I think the error happens when the preferences can't be read or written. Elements uses some different shared libraries for video encoding/decoding. That's my guess. I'll have to have an engineer from the Elements team help troubleshoot further.

Please go to Start -> Run and type in the following (with the quotes)
"%appdata%\Adobe\Premiere Elements\12.0\"
Check the permissions for this folder.

If you do not have read and write access into this folder, there could be issues like you mentioned. Can you get access enabled only for this folder first and then let us know if the launch is successful?

The software & computer are being used by JNowak. We are using my Adobe ID to troubleshoot. We ran the code line and it appears that permissions are set to allow JNowak to run the program.
I've attached a screen capture of the error message.

How can I send you the Adobe Premiere Preferences log? I saved it as an RTF.

We tried to change permissions and even run as an Administrator. Attached are the screen captures. No... that didn't work either.

Hi, have you managed to resolve this issue? I am receiving exactly the same error with my roaming mandatory user profiles, works fine as administrator, have tried changing permissions without success, any ideas?

We are planing to spend 3K on my school to license 3 rooms to run Premiere Elements, just installed the trial version on one and I've been presented with this error message, is this a common problem with this software?

I emailed Adobe support with this issue and this is their reply

"Premiere Elements needs to be run as an administrator and needs write access privileges into many folders, for e.g. %appdata%, %programdata% My Documents etc. Without these, there are multiple issues that the app can run into. We currently do not support roaming profiles"
